The VDOPIA Opt Out tool is cookie based.

The Opt Out Tool sets a value in your VDOPIA cookie that tells the VDOPIA ad server to serve you any ad, rather than an advertisement that is customized for you. The opt out tool cannot set this value if you have no VDOPIA cookie.

What it means to allow VDOPIA cookies.
If you let VDOPIA set a cookie in your internet browser, the VDOPIA ad server can ensure that you do not see certain ads multiple times per day. The ad server can also deliver ads to you that are appropriate to your timezone or geographical location, that are from some of your favorite site that you visit often, or based on your browsing patterns and behaviors.

The VDOPIA cookie is not a program and cannot execute anything on your computer. The VDOPIA cookie can simply help the VDOPIA ad server find the most appropriate ads for you.
